Independent Energy Procurement for Leisure Centres & Trusts

Staff member checking equipment beside the pool in a bright UK leisure centre.

Leisure centres are awkward energy customers in the best possible way: high baseload, peak evening and weekend demand, pool heating that runs almost year-round, and a mix of charitable, local-authority and commercial operating models. That complexity is exactly why a generic business energy renewal rarely delivers the right outcome.

Telnergy tenders your supply against the whole market and structures the contract around how your centre actually consumes energy — so you are not overpaying on a badly matched deal. Independent, Ofgem-registered, established in 2002, and with no tie to any supplier, installer or financier.

The problem most leisure energy contracts have

A leisure centre bill is not just a unit rate and a standing charge. For pool sites in particular, the wrong contract structure can quietly cost more than a poor headline rate.

Common issues we find:

  • Half-hourly contracts renewed on autopilot. The site has metered data, but nobody uses it to test timing, baseload, profile or network-charge exposure before renewal.
  • Non-commodity costs unmanaged. Network, balancing and policy charges are now a major part of a modern electricity bill. A cheap commodity rate can still sit inside a weak all-in contract.
  • Public-sector and trust procurement rules add friction. Leisure trusts, CLTs and council-operated centres often need transparency, audit trail and governance support that a standard broker process does not provide.
  • Technology decisions get mixed into supply procurement. CHP, heat pumps, solar and BMS proposals can be sold alongside supply contracts, making it difficult to see who is giving independent advice.

That is why we start with the data, not the supplier quote.

What we do

1. Gather the right data

We review 12 months of half-hourly electricity data where available, recent gas and electricity bills, current contract terms, renewal windows, MPAN/MPRN details, VAT/CCL treatment and any known plant changes.

For pool sites, we also look for the patterns that matter: overnight filtration baseload, morning heat-up, evening peak demand, pool-hall HVAC behaviour and weekend usage.

2. Tender against the whole market

We do not restrict the exercise to a small panel of favoured suppliers. We test suppliers and contract structures against the way the site actually uses energy — including fixed, flexible, pass-through and all-inclusive options where appropriate.

3. Structure the contract properly

For larger leisure sites, contract structure can matter as much as supplier choice. We assess:

  • fixed vs flexible purchasing;
  • contract length and renewal timing;
  • pass-through vs all-inclusive non-commodity treatment;
  • meter and capacity charges;
  • multi-site alignment for groups or trusts;
  • VAT/CCL status for charitable or mixed-use facilities.

4. Manage the contract after signature

A signed contract is not the end of the job. We support validation, supplier queries, renewal diarising, budgeting and contract performance reviews so the site does not drift back into reactive procurement.

Why independence matters

Leisure energy decisions increasingly sit across procurement, building services and decarbonisation. A supplier wants to sell supply. An installer wants to sell kit. A financier wants to sell the funding structure. None of those incentives are wrong, but they are not the same as independent advice.

Telnergy is an independent commercial energy consultancy. We are Ofgem-registered as a third-party intermediary, established in 2002, and not tied to any installer or CHP/heat-pump financier.

That matters when you are deciding whether CHP still stacks up for your pool, whether to compare heat pumps vs CHP for a leisure centre, or whether to reduce load first using a leisure centre energy efficiency checklist.

Who we work with

We support:

  • local-authority leisure teams;
  • leisure trusts and community leisure trusts;
  • private leisure and fitness operators;
  • multi-site leisure groups;
  • schools, community facilities and mixed-use sites with pools or sports halls.

The common thread is not ownership model. It is complexity: sites where half-hourly data, plant decisions, VAT/CCL treatment and renewal timing all affect the final bill.

What you get from a procurement review

A useful review should leave you with a clear decision, not a pile of supplier PDFs. We typically set out:

  • your current annual energy spend and contract end dates;
  • where your site sits against expected leisure-centre consumption patterns;
  • whether your current contract structure matches your load profile;
  • supplier and contract options tested against your data;
  • risks, assumptions and recommended next steps;
  • a clear route to renewal, tender or renegotiation.

If nothing needs changing, we will say so. If the saving is in controls or plant rather than procurement, we will say that too.

Proof slots to fill next

The next step for this page is to add 2–3 real result cards from Telnergy projects, for example:

  • £X annual saving from tendering a pool-heavy leisure contract;
  • Y% reduction from correcting VAT/CCL or contract structure;
  • multi-site trust result from aligning renewal dates and managing half-hourly supply.

Until those are collected, the page deliberately avoids invented proof claims.

Request a leisure procurement review

Send us your latest energy bill and, if available, 12 months of half-hourly data. We will tell you whether the issue is price, contract structure, consumption pattern or plant — and what to do next.

FAQ

Do you charge the operator or take supplier commission?

Our fee is agreed upfront. You can choose to pay it directly or via the supplier, but the commercial arrangement is disclosed so you can make a transparent decision.

Can you work within public procurement frameworks?

Yes. We can work with local-authority teams, leisure trusts and framework requirements. Where a framework is mandatory, we can still review structure, timing, supplier position and data quality before the decision is made.

Do you handle half-hourly and non-half-hourly sites?

Yes. Half-hourly sites give the clearest view of consumption shape and network-charge exposure, but we also support smaller non-half-hourly facilities, gyms and dry-side-only centres.

What data do you need to start?

Ideally: recent gas and electricity bills, current contract end dates, MPAN/MPRN details, 12 months of half-hourly data if available, and any notes on planned refurbishment, CHP, heat-pump or solar proposals.
